What I was solving here is that in order to develop and use custom workflow activities you must have a solution and project for your build process template. What I did was create a new workflow project, add my buidlprocesstemplate.xaml file and add a project reference to the DLL with your custom workflow code. You will also need to modify your build controller to pick up the custom assembly from TFS source control.</description>
