I think it may have come from Scrum (although Scrum is heavily based on Lean and Agile so it probably has older roots.)  All I know is that ivory tower project planning where a PM pulls a bunch of numbers out of thin air is seriously outdated.</description>

What I was solving here is that in order to develop and use custom workflow activities you must have a solution and project for your build process template. What I did was create a new workflow project, add my buidlprocesstemplate.xaml file and add a project reference to the DLL with your custom workflow code. You will also need to modify your build controller to pick up the custom assembly from TFS source control.</description>
